Angela Simon, P.E.-President
Angie has been a leader in the Bay Area construction industry for many years. Starting as a young 22 year old project manager in the late 80’s when there were very few women in construction to becoming the president of a $70 Million Mechanical contracting firm with over 220 people. She is a registered Professional Mechanical Engineer and has worked for WAM for 30+ years.
Angie graduated from Cal Poly San Luis Obispo and is an active alumni member of the Mechanical Engineering program along with supporting the Cal Poly Mustangs softball team who she played for throughout her college years.
Angie is currently on the National SMACNA board serving as Vice President. She will go thru the chairs and in 2019 will be the first ever women national President for SMACNA which represents over 1800 contractors in the US and Canada. She also is co-chair of the SMACNA Women in Construction leadership council and is vice-chair of the New Horizon’s foundation. Angie is an active member of Bay Area SMACNA and ASHRAE.

Angie is married to Michael and they have two amazing sons.
Robert E. Monaghan, P.E.- Executive Vice President
Rob’s operational roles at Western Allied include co-managing the service department, as well as direct oversight of his service and projects team. He is also our Executive Vice President as well as one of the responsible managing officers for our contractor’s license.
Rob graduated from Cogswell Polytechnical College in 1982, and joined Western Allied in 1988, after spending six years with MCC Powers. He is a
Licensed Professional Engineer in Mechanical Engineering and has over 35 years in the industry. Over the course of the last 29+ years with WAM, he has watched the company evolve into a great place to work for hundreds of office and field personnel.
Rob’s Industry contributions are Past President and current board member of the Northern California Mechanical Contractors Association, and current board member of the JATC at Union Local 467 (Pipefitters Union). Since the late 90’s he has been involved
with many of the negotiations with all of the Bay Area pipefitters unions representing the NCMCA.
Rob’s outside interests include many things mechanical. He is very active in General Aviation and is on the Board of Directors for Sports Class Air Racing in Reno, as well as a private Flying Club in Hayward. He owns and built a Glasair IIs Sports Plane that since 2010 has raced at the National Reno Air Races each September. Although he loves to fly and received his air racing license, he leaves the racing to his three military trained friends (Airforce, Navy and Marine), while he does the announcing for the class. He also restored and owns four motorcycles, three classic cars and is putting the finishing touches on a bush type airplane.
Rob is married to Leslie for the past 34 years and has three adult children.
Peter F. Kelly, P.E.- Secretary and Vice President
Pete has been working in the construction industry since 1979, and he financed his education by working in construction all the way through graduation from university at Cal Poly SLO. Since then he has been focused exclusively in the design/build mechanical service and construction business.
Starting at Western Allied in 1993, Pete has since lead the Special Projects division which specializes in challenging retrofit projects. His practical
experience working with the construction trades and the multiple specialty disciplines allows Pete to develop a broad variety of mechanical projects from conceptual design development to commissioning.
Pete and his lovely wife Denise have a daughter and a son. In his time away from work, he can be found exploring with the family, playing in the ocean, playing music, and doing endless projects around the home property.
Robert Dills- Treasurer and Vice President
Bob’s roles at Western Allied include co-managing the service department, as well as directly leading his personal service and projects team. Additionally, he is our corporation’s treasurer, and is the responsible managing officer for our general construction license.
He joined Western Allied in 1999, and was elected as Vice President in 2003. Bob’s HVAC career began in 1975 as a service technician. He graduated from the U.A. Pipefitters Apprenticeship program in 1980. By later that same year, he transitioned into sales role, and from there began a career of that included a variety of leadership positions at Cal-Air, Inc. before coming to Western Allied.
His community and professional contributions presently include serving as Executive Director of GROW Organization (groworganization.org) a 501©3 public charity he co-founded to provide mentoring, internships and scholarships to encourage youth to explore built environment careers. He is also a trustee of the IFMA Foundation (ifmafoundation.org), a global charity with the mission of making facility management a career of choice.
In 2004, Bob was selected as the IFMA Associate of the Year, the single such award globally that year. He is also a past president of the local chapters of the International Facility Management Association (ifmasv.org) and the Association for Facilities Engineering (AFE39.org).
In addition to his HVAC apprenticeship, Bob also holds an Advanced Management Certificate from the University of Southern California, Marshall School of Business and a HVAC Engineering Certificate from California State University, Long Beach.
Zachary Russi, P.E.- Vice President
Zach has been involved in the construction industry from an early age as the son of a SMW 104 Local sheet metal worker. He had all intentions to follow his father’s footsteps into the trade, but decided to study at Cal Poly San Luis Obispo where he earned his degree in mechanical engineering.
Zach’s career with Western Allied began as a summer intern at the Southern California office in 1999 and continued with the Northern California office in 2001. Shortly after graduating, Zach married his wife Julie has four sons, two adopted and twins.
James Kastelic- Vice President
James comes from a family of mechanical contractors. His grandfather started a family owned residential and light commercial HVAC company in Menlo Park in 1949. James worked in every aspect of the family business, from instillation to employee management to estimating and customer service. James spent his summers working for the family business while going through Serra High School and Cal Poly, San Luis Obispo.
When the family business was sold in 2005, James started as a Project Manager in the Service Department at Western Allied. He became a Senior Partner at Western Allied in 2016 and co-manages the Service Department. James’ responsibilities include client development, project estimating, system design and retrofit work. James is a LEED Accredited Professional and is actively involved in the Synergy Solutions HVAC Peer Group.
James is married with 3 sons and 1 daughter and a fox red lab. His kids play a variety of sports that he loves to watch, baseball, basketball, football, soccer and lacrosse. He volunteers his time by coaching his kids in Little League and travel baseball. He enjoys waterfowl hunting and the outdoors with his family in Northern California.
Jeffrey Pierce- Chief Financial Officer
Jeff’s role at Western Allied include the management of the accounting department, managing banking operations and relations, serving on a committee to actively manage our retirement funds, and managing our employee benefits and operations insurance.
Jeff is the named representative for our insurance captive and is involved in the management of workers compensation, auto, and general liability claims.
Jeff is committed to constantly improve operations through the streamlined management and presentation of financial data. He is the leader of our SMACNA Peer Group finance leaders who meet quarterly to compare ideas on finance and operations.
Outside of WAM Jeff is actively involved in the Menlo Park Rotary Club and serves on the Board as the Club Administrator.
He is married with 6 children, 4 grandchildren, and 4-year-old Chocolate Lab. Favorite activities include visiting grandchildren across the United States, playing golf, hiking, and attending all kinds of musical events from classical to rock.
